Kim began working with the WV LTAP in 1999 and now co-manages the center’s overall operations. She is an active member of the National Local Technical Assistance Program Association (NLTAPA), currently serving as the Mid-Atlantic Region’s Executive Committee representative and co-leading the NLTAPA Professional Development Work Group.
With more than 25 years of experience, Kim brings expertise in public relations, event planning, outreach, writing and editing, and program development. She holds a bachelor of science in journalism with a concentration in advertising and a minor in psychology from West Virginia University, as well as a master of arts in counseling.
Kim teaches a variety of communication-focused topics and organizes workshops and conferences for public works professionals. She emphasizes the critical role of communication in areas such as worker safety, job effectiveness, and organizational efficiency. As a former facilitator of FranklinCovey’s Seven Habits of Highly Effective People, she incorporates these foundational principles into her training and professional interactions.
