This is a course developed by the Federal Highway Administration (FHWA). The entire class should take approximately 8 hours to complete. Value capture is capitalizing on the value that’s created by transportation investments. But it’s also a set of techniques. These techniques take advantage of the increase in property values, new transportation-related real estate opportunities, and/or the benefits of new transportation facilities to fund infrastructure improvements. This course series provides information and a how-to process for rural and urban transportation agencies to consider value capture for funding transportation projects. Value capture creates opportunities that allow agencies to decrease funding and financing gaps, apply lessons learned, and improve their understanding of the economic impact of transportation improvements. This course is for those in decision-making roles and those providing input and information in support of decision-makers. This course series is divided into 3 courses that can be taken individually, at your own pace. Courses include: Course 1: Fundamentals 1. Why Value Capture 2. Funding and Financing Options 101 3. Successful Projects and Lessons Learned Course 2: Selecting the Appropriate Technique 1. Introduction to Value Capture Techniques 2. Developer Contributions 3. Fees 4. Taxes 5. Joint Development and Naming Rights Course 3: Implementing Value Capture 1. Developing a Business and Economic Case 2. Addressing Real Estate Risk 3. Addressing Regulatory Framework 4. Implementing a Funding and Financing Plan This course is hosted on an outside platform. If you have issues accessing the class, please contact FHWA. After completing the course, you will receive a certificate from FHWA. You will need to submit that certificate to us using the form contained within this class for credit. The course can be counted for Road Scholar II credit.
